Windows 11 has a built-in Ink Workspace that allows you to pin pen-focused apps. It shows any apps that you've pinned and suggests other inking apps, but it's relatively basic.

You can configure this via Settings > Bluetooth & devices > Pen & Windows Ink. Click to Do can also be added as 1 of the 4 apps you can launch via the pen menu when using a pen with your PC.
