President Donald Trump is expected to sign a measure Thursday that blocks California’s first-in-the-nation rule banning the sale of new gas-powered cars by 2035.

Rep. Kevin Kiley, a divisive California Republican who has spent the entirety of his 3.5-year congressional tenure pledging to “ Newsom-proof ” the state, is very close to overturning the governor’s signature proposal to phase out gas-powered cars in California.
The California Department of Motor Vehicles says Class 3 e-bikes must not transport passengers. It does not specifically address Class 1 or Class 2, but the general restriction suggests a passenger would be allowed if the bike is equipped with a second seat.
